1. What exactly changed in April 2025?

The Generalitat Valenciana modified the regulation of tourist-use dwellings, giving a decisive role to homeowners’ associations. From 3 April 2025, any building must approve — via an extraordinary general meeting — the possibility of having tourist-use dwellings.

This means the administration no longer grants licences automatically in multi-family buildings. Previously, owners simply had to meet technical requirements; now, the community must explicitly authorise tourist use. This directly affects investment opportunities, community relations and the overall urban model.

2. The homeowners’ association decides: extraordinary meeting required

The regulation requires the community to vote in favour of allowing tourist rentals in the building. If the community does not approve it, a tourist rental licence linked to professional tourist exploitation cannot be obtained.

This has reduced the entry of investors whose only goal was purchasing properties for short-stay tourist rental (< 10 nights), promoting a more stable and predictable residential model.

3. What happens if the community does NOT approve it?

If the community does not authorise tourist use, an owner may still rent the property under a mid-term rental contract lasting 11 nights or more, as this is not classified as tourist rental but temporary rental regulated under Spanish tenancy law (LAU).

This aligns with the typical coastal rental model, where families rent for two weeks or a month during summer. What is eliminated is the purely short tourist rental for just a few days.
